The US Justice Department announced on Sept 15 that a 21-year-old Pennsylvania man arrested on Sept 12 had been charged with receiving a firearm and ammunition in support of the Islamic State, after allegedly claiming affiliation with the group and offering to share explosive manuals; the case fits the pattern of young, online-radicalised suspects rather than directed plots. The UN Security Council adopted its first presidential statement on counter-terrorism in five years on Sept 11, at a briefing marking 25 years since the 9/11 attacks, with briefers focused on militants' use of artificial intelligence, drones and encrypted platforms. FDD's Long War Journal reported on Sept 8 that Kuwaiti, Israeli, Turkish and French authorities disrupted Islamic State plots across August and early September, including three men detained in France over a suspected plot against the Jewish community. The European pattern remains low-sophistication knife and vehicle attacks alongside Iran-war spillover plotting against Israeli and Jewish targets and persistent ISIS-K external intent.
