ISW assessed that neither side made confirmed advances on Sept 14, with Russian attacks around Lyman met by Ukrainian counterattacks and Russian forces near Dobropillya leaning on drones and airstrikes because of local personnel shortages. Ukraine struck Rosneft's Syzran refinery in Samara Oblast overnight on Sept 15, damaging the AVT-6 primary refining unit and a tank farm, and also hit the Atlant Aero drone plant at Taganrog, while Russia continued nightly drone waves and is scaling jet-powered Geran-4 production, fielding roughly 2,800 in August against 350 in June. Diplomacy stayed open but empty: Zelensky repeated on Sept 14 an offer of a mutual moratorium on energy-infrastructure strikes, and Kremlin spokesman Dmitry Peskov welcomed Trump's call for Ukrainian restraint while refusing to commit Russia to anything reciprocal.

Russia-linked sabotage against Europe's defence industry has run at a near-weekly tempo since August: fires at the EMCO facility in Bulgaria on Aug 10, at Milrem Robotics in Estonia on Aug 14-15, which Estonia's prime minister called arson with suspected Russian involvement, at WB Electronics in Poland on Aug 31, and incendiary devices thrown at a site beside the Rohde & Schwarz and Helsing offices in Munich on the night of Sept 3, after which German police arrested two Bulgarian nationals. Germany attributed the failed explosive-drone plot against a Ukrainian cargo aircraft at Leipzig/Halle to Russia on Sept 1, raised its threat level to high and closed Russian diplomatic premises, Chancellor Friedrich Merz said on Sept 9 that the attack had been planned in Russia for months, and Lavrov said on Sept 7 that Germany planted the evidence. Denmark's PET warned in early September that Russia is recruiting Danes on social media and gaming platforms, paying in cryptocurrency, to photograph defence sites, and Europe's defence industry association ASD urged firms, governments and security services on Sept 11 to step up vigilance and information-sharing. No newly attributed sabotage incident in an EU or NATO state was verified between Sept 14 and Sept 15.

Pressure on NATO's eastern and northern flank produced two firsts in 48 hours without producing an alliance crisis. Italian Eurofighters flying NATO's Baltic air-policing mission from Siauliai destroyed a drone over central Lithuania near Pratkunai shortly after midnight on Sept 15, the first drone shot down over Lithuanian territory; Lithuanian officials said it entered from Belarus and probably carried an explosive charge, no casualties or ground damage were reported, and no state has formally attributed it to Russia or Belarus. On Sept 14 a Russian frigate fired two flares at a Royal Danish Air Force Fennec helicopter in international waters off Gedser, and Denmark summoned ambassador Vladimir Barbin on Sept 15, with Prime Minister Mette Frederiksen calling the act reckless and Copenhagen saying it would not invoke NATO Article 4 or Article 5. Poland's defence minister said on Sept 14 that a Russian military drone had been recovered from the Baltic near Rusinowo while Poland's Operational Command said it had logged no airspace violation since July 31, and Belarus opened a four-day Western Operational Command exercise on the Lithuanian and Polish borders on Sept 15.

Airspace violations from the Ukrainian war continued at a steady, mostly minor tempo. On Sept 8 the National Army tracked a Shahed-type drone entering from Ukraine at 16:20 through the Transnistrian sector toward Bender, which left near Zagarancea at 16:37 toward Romania's Iasi county, prompting airspace restrictions at Chisinau and NATO fighter jets scrambling on the Romanian side. Moldova partially restricted its airspace again on Sept 12 over an unidentified drone entering from the direction of Ukraine, and on Sept 14 a drone crossed about 500 metres into Moldovan airspace near Palanca at 10:33 before returning to Ukrainian airspace a minute later, confirmed by both Moldova's Border Police and Ukraine's State Border Guard Service. Chisinau, which left the CIS in April and has no fast-jet force and no fielded ground-based air defence, is pressing reintegration of Transnistria as the enclave's energy crisis deepens and Moscow eases citizenship for its residents.

Belarus moved from rhetoric to a live exercise on its NATO borders: the Defence Ministry opened a Western Operational Command command-and-staff exercise running Sept 15-18 under Chief of the General Staff Pavel Muraveiko at the Gozhsky, Brestsky and Ruzhansky ranges in the Grodno and Brest regions, training border cover, martial-law enforcement, counter-sabotage and counter-drone tasks. That followed Lukashenko's Sept 11 order that readiness inspections continue 'up to mobilization', with no reservist numbers or call-up dates published. Belarusian territory remained the corridor for air incursions into NATO airspace: Lithuanian officials said the drone NATO jets destroyed over central Lithuania on Sept 15 entered from Belarus, after an unidentified object crossed near Varena on Sept 13. Ukraine's HUR assesses that Russia's Oreshnik-armed 101st Missile Brigade is deployed in Belarus alongside the tactical nuclear weapons based there since 2023.

Armenia and Azerbaijan continue to edge toward a settlement without closing it: the two agreed in the week to Sept 11 to run state border delimitation from north to south starting at the Armenia-Azerbaijan-Georgia tripoint and to hold a meeting between foreign ministers Mirzoyan and Bayramov, while Baku restates that removing territorial claims from Armenia's constitution is a precondition for signing and implementation of the US-backed TRIPP corridor to Nakhchivan has slipped to 2027. Friction with Moscow is now economic as well as political: Gazprom suspended gas deliveries to Armenia from Sept 15 to Sept 25 for pipeline maintenance, with Yerevan signalling it could raise the rent for Russia's military base if gas prices rise. A cultural-heritage row reopened after Azerbaijani presidential aide Hikmet Hajiyev presented the Gandzasar and Dadivank monasteries as Caucasian Albanian, which the Armenian Apostolic Church condemned. Georgia is consolidating authoritarian rule under Georgian Dream: State Security Service chief Gela Geladze resigned on Sept 14 after less than five months, and opposition United National Movement leader Giorgi Baramidze was detained in Tbilisi on Sept 11 on treason and sabotage charges over remarks about the 1992-93 Abkhazia war and remanded in custody.

Serbia's campaign for the Oct 25 early parliamentary election became the region's main escalation risk. On Sept 14 the student protest movement that has driven nearly two years of demonstrations marched through central Belgrade and formally submitted its own election list, and Vucic said he would resign the presidency on Sept 27 to lead the Serbian Progressive Party's campaign and become prime minister if it wins. The Ratko Mladic funeral of Sept 7, held in Belgrade with military honours and attended by government members and Milorad Dodik, continues to poison regional ties: Bosnia declared two Serbian embassy staff persona non grata on Sept 8 and suspended plans to sign a regional cooperation accord, and EU leaders warned the scenes undermine Belgrade's accession path. Bosnia votes on Oct 4 with Dodik barred from office but steering the SNSD, and Kosovo remains without a president and with Kurti as acting prime minister after its second election in six months.

Saudi Arabia and the Houthis have been in direct war since July 2026 and the exchange widened geographically in mid-September. Houthi missiles and drones hit Khamis Mushait, Abha and Taif on Sept 14 and 15, wounding 13 civilians and damaging seven homes and two vehicles, and on Sept 15 Saudi civil defence activated emergency alerts for Mecca for the first time in the war alongside Jeddah and Taif before declaring the danger passed; coalition spokesman Turki al-Maliki said the coalition would respond firmly. The Houthis said Saudi aircraft flew 54 raids over Lahj, Taiz, al-Jawf, Marib and Hajjah in the 24 hours to Sept 15, with Houthi-aligned media reporting three civilians killed in Taiz, after more than 300 raids in the preceding five days. Diplomacy stayed stalled after Oman postponed the Sept 14 Salalah meeting of Iranian, Iraqi and Gulf foreign ministers, and the East-West pipeline remained shut until US Energy Secretary Chris Wright said on Sept 15 that exports would resume within days.

The US-Israeli war with Iran is in its seventh month with the Strait of Hormuz still effectively closed to commercial traffic and the US naval blockade holding Iranian crude exports near 247,000 barrels a day. Diplomacy reopened rhetorically but not in substance: after the Trump administration signalled on Sept 15 that it was searching for ways to end the conflict and reopen the strait, Iranian security official Mohsen Rezaei rejected negotiations unless Tehran's conditions are met, saying the stakes around oil and the straits have changed. The first regional attempt at a Hormuz arrangement collapsed before convening when Oman postponed the Sept 14 Salalah meeting of Iranian, Iraqi and Gulf foreign ministers on Sept 13 in the interests of consensus, hours after an attack on a commercial vessel near Qeshm Island killed one person. Brent rose about 1.8 percent to roughly 107.55 dollars a barrel on Sept 15 on the Saudi pipeline outage and fresh Houthi attacks, with Goldman Sachs flagging a raised probability of Brent above 120 dollars.

The Houthis hold Yemen's entire Red Sea coast and the Yemeni side of Bab el-Mandeb after taking Mocha on Sept 10 and Perim island on Sept 11, astride a chokepoint carrying roughly 12 percent of global trade, 11 percent of seaborne oil and 8 percent of LNG. The UN Security Council met in emergency session on Sept 15 over the advance along the Red Sea coast and the group's grip near the strait, its second Yemen emergency meeting in a week. Fighting inland continued, with Saudi-backed government forces advancing in western Taiz on Sept 14 under Saudi air cover the Houthis put at 54 raids in 24 hours across Lahj, Taiz, al-Jawf, Marib and Hajjah. The UN reported on Sept 15 that more than 125,000 people from over 18,000 households have been displaced since the start of September, and Yemen's internationally recognised prime minister accused the Houthis of killing and displacing civilians during their advance.

Hezbollah re-entered the war on March 2 and the IDF invaded on March 16; Israel holds about 20 percent of Lebanon, more than 4,000 Lebanese have been killed and about 1.2 million displaced. Israeli strikes continued into mid-September, hitting Nabatieh al-Fawqa, Kfar Tibnit and Ali al-Taher on Sept 13 days after the Sept 10 demolition of a two-kilometre Hezbollah tunnel complex under the Ali al-Taher ridge, and the IDF said on Sept 15 that troops had found Hezbollah rocket launchers in the south. US Ambassador Michel Issa toured southern villages under Lebanese army control on Sept 15 while an Israeli drone surveyed the area, the first visible US movement on the June trilateral framework since Israel-Lebanon talks were postponed on Sept 12. Defence Minister Israel Katz said on Sept 13 that Israel will not withdraw from what it calls a security zone before Hezbollah disarms, and the US-mediated Rome round has slipped to October.

The war reached Saudi Arabia's western heartland on Sept 15, when Saudi civil defence activated Mecca's emergency warning system for the first time in the conflict along with alerts for Jeddah and Taif before declaring the danger passed, after Houthi missiles and drones on Khamis Mushait, Abha and Taif wounded 13 civilians. Every Gulf state plus Jordan has been under Iranian missile and drone fire since Feb 28, and Riyadh's East-West pipeline, its main Hormuz bypass to Red Sea terminals, stayed shut after the Sept 10 drone strike launched from Iraq until US Energy Secretary Chris Wright said on Sept 15 that exports would resume within days. The first regional attempt to manage the Strait of Hormuz collapsed before convening when Oman postponed the Sept 14 Salalah meeting of Iranian, Iraqi and Gulf foreign ministers with no new date, Bahrain having already refused to attend. Brent rose 1.77 percent to about 107.55 dollars on Sept 15 with Goldman Sachs citing a raised probability of 120 dollars, while Turkey's Kurdish peace process runs toward the Oct 1 PKK camp-disarmament date.

The regime is absorbing a deepening cost-of-living shock under war conditions after the Sept 8 introduction of a third gasoline tier that doubled the above-quota rate to 100,000 rials a litre for drivers using more than 110 litres a month. Police, special units and Basij were deployed around filling stations in Tehran, Mashhad, Shiraz, Karaj, Isfahan and Tabriz from Sept 7 and taxi, truck and ride-hailing drivers struck in several cities, but no national uprising on the scale of November 2019 had materialised by Sept 15. State media cited by the opposition NCRI on Sept 15 put the poverty line above 70 million tomans a month against a minimum worker income below 25 million tomans, while the rial trades near 2.2 million to the dollar with inflation above 80 percent. Executions and political detentions continue, with a death sentence reported against Marziyeh Ebrahimi for photographing a missile strike site in Bandar Abbas, and Mojtaba Khamenei has ruled by written order without a public appearance since Feb 28.

Iran's nuclear file sits with the UN Security Council after the Sept 9 IAEA Board vote, 23 to 3 with 8 abstentions, referring Iran for safeguards non-compliance, the first such referral in 20 years. The 70th IAEA General Conference opened in Vienna on Sept 14 without Atomic Energy Organisation head Mohammad Eslami, whose delegation cancelled after Austria denied entry once Washington blocked a UN sanctions-committee waiver of the snapback travel ban; Iran summoned Austria's charge d'affaires on Sept 14 and its IAEA ambassador called the move a politicisation of the agency. The Agency still has no access to the three sites struck in June 2025, has lost continuity of knowledge over about 440.9 kg of uranium enriched to 60 percent, has never inspected Pickaxe Mountain, and reported on Sept 10 that cameras are disabled and inspectors blocked. Security Council follow-through remains unlikely given Russian and Chinese vetoes, and no nuclear talks are scheduled.

Iraq is both launch platform and target in the regional war, ahead of the Sept 30 double deadline when the US-led coalition mission ends and PM Ali al-Zaidi's date for militia disarmament falls. Drones launched from Iraqi soil struck Saudi Arabia's East-West pipeline on Sept 10, forcing Riyadh to shut the line on Sept 11; al-Zaidi dismissed the Maysan operations commander and provincial police chief and opened an investigation, and US Energy Secretary Chris Wright said on Sept 15 that pipeline exports would resume within days. Iranian drones and missiles keep hitting Iranian Kurdish opposition camps in the Kurdistan Region, including three drones on a Komala site at Surdash in Sulaymaniyah governorate on Sept 7 and strikes on three camps on Sept 14, part of a campaign of more than 1,000 drones and missiles and over 30 dead since February. Kataib Hezbollah and Harakat Hezbollah al-Nujaba still refuse to disarm while foreign forces remain, and Baghdad is reported to be preparing army and Counter Terrorism Service deployments around militia centres if the deadline passes.

The Sept 30, 2026 date framing Iraq's disarmament crisis binds the US-led coalition's exit, not the Iran-aligned factions: government spokesman Haidar al-Aboudi reportedly announced in late June 2026 that armed groups must hand weapons to the state by then, but national security adviser Qasim al-Araji said on Aug 24 the date applies to the coalition alone, and Asharq Al-Awsat reported on Sept 11 that armed forces spokesman Sabah al-Numan called Sept 30 the end of the coalition mission and said the weapons-monopoly plan is implemented only afterwards. The main factions refuse regardless — an Iran-backed militia official told AP on Sept 15 there is "absolutely no decision among the factions to surrender weapons" and that only a handful of less-influential groups have handed anything over, while Kataib Hezbollah conditions any agreement on US and Turkish withdrawal and the dissolution of the Peshmerga, and Asharq Al-Awsat reported on Sept 6 that the Coordination Framework committee of Nouri al-Maliki, Mohammed Shia al-Sudani and Hadi al-Amiri was deadlocked, with al-Maliki ruling out disarmament in favour of regulation without a timeframe. Washington applied financial pressure across the same window, with OFAC designating four Kataib Hezbollah members, three individuals tied to the Popular Mobilization Forces and two PMF-linked businesses on Sept 10 under Operation Economic Outcast, and Kurdistan24 reporting on Sept 14 that the administration warned PM Ali al-Zaidi that monthly dollar transfers could be suspended absent disarmament by Sept 30 — an account the outlet says rests on two anonymous Iraqi sources with no US document or public confirmation. Asharq Al-Awsat reported on Sept 15 a phased formula under negotiation that would fold fighters into the PMF as brigades between Sept 30 and Dec 31, 2026 and leave faction arsenals outside state control into early 2028.

Settler violence, demolitions and de facto annexation continue at record levels, and the file has become a diplomatic crisis. Twelve countries including the UK, France and Canada announced restrictions on Israeli settlement goods on Sept 8, and within 24 hours Israel ordered the UK consulate closed within 30 days, suspended British training of Palestinian Authority security forces and barred 12 British public figures including 11 MPs. B'Tselem published a report on Sept 14 titled The Elimination Project, drawing on nearly 2,000 Palestinian testimonies, which says Israel killed 1,107 Palestinians in the West Bank including 245 children between Oct 7, 2023 and Aug 31, 2026, displaced 75 Palestinian communities, and that hilltop settlements and settler farms have seized 1.07 million dunams, about 18 percent of the West Bank. The UN documented more than 1,600 settler attacks between January and August 2026, settlers beat five Palestinians with metal pipes on the Ramallah-Jericho road on Sept 11, and demolitions across two Masafer Yatta communities on Sept 8 destroyed 20 homes and displaced about 60 people.

The October 2025 ceasefire under Trump's 20-point plan persists in a neither-war-nor-peace state: all hostages are home, Israel holds Gaza east of the Yellow Line, Hamas agreed in principle in August to disarm in stages but has surrendered no weapons, and International Stabilization Force contributions remain minimal. Near-daily Israeli fire continues: strikes on Sept 15 killed at least five Palestinians including an eight-year-old girl in Khan Younis, with the IDF saying it had killed Hamas commanders Nael Abu Obeid of the Rafah Brigade and Ahmad al-Batash of the Jabalia Battalion, after a Sept 13 strike in Tal al-Hawa killed two. Humanitarian conditions keep degrading, with hospital generators failing over fuel shortages as of Sept 13, a suspension of public transport announced for Sept 16, and 1.4 million people facing crisis-level hunger. Israel's Oct 27 election freezes political progress on the plan.

The transition continues to consolidate after the SDF's Aug 25 dissolution announcement and the US rescinding Syria's state-sponsor-of-terrorism designation on Aug 24, but economic strain produced the first broad street protests of the transition. On Sept 13 and 14 demonstrators blocked the M5 highway near Maarat al-Numan with burning tyres and protested in Idlib, Hama, Khan Sheikhoun, Azaz and al-Bab after the Oil Ministry raised petroleum product prices by 25 to 40 percent and called the rise temporary; the Syrian Observatory said interior ministry forces fired live ammunition to disperse crowds. Al Jazeera reported on Sept 15 that a Russian four-vessel convoy including the cargo ship Sparta and the oiler Akademik Pashin delivered supplies to Tartous on Sept 7, the first resupply under an early-August memorandum converting Tartous and Hmeimim into joint training and capacity-building centres. Damascus began destroying Assad-era chemical weapons materials on Sept 3, the IAEA placed the Assad-era reactor site under oversight on Sept 7, and Suwayda remains outside government control under Israeli protection while an Israel-Syria security agreement is negotiated.

The junta's Operation 4926, launched on Sept 4 across five fronts in Rakhine State and the Magway, Bago and Ayeyarwady borderlands, had captured no Arakan Army territory or outposts as of Sept 14 despite heavy artillery, airstrikes, drones and naval assets. Ground columns remain stalled at Ponnagyun and along the Awataung-Sa Ne road in Kyaukphyu Township, where Burma News International reported on Sept 14 that Arakan Army units intercepted a junta column advancing from Awa Taung village near the Taung Maw Oo naval station on Sept 9 and 10 and seized weapons and ammunition while regime forces fell back on airstrikes and naval artillery. Air power is the military's main remaining instrument: an airstrike near the Uri Taung Pagoda in Ponnagyun town at about noon on Sept 13 killed two civilians and wounded three. Fighting is concentrated around Sittwe and Kyaukphyu, site of the Chinese port and pipeline terminal, where more than 60,000 people have been displaced since February 2024, against a national toll of more than 100,000 dead and 5.2 million displaced.

Pakistan's TTP and Baloch insurgencies run at a high tempo: PICSS counted 199 militant attacks in August 2026, up 38 percent on July, with 158 people killed in attacks and 211 more killed in counter-terrorism operations, and attacks in the merged tribal districts more than doubled even as security-force deaths fell from 112 to 54. The state is answering with near-daily raids: after ISPR reported 48 militants killed across Balochistan in the 72 hours to Sept 4 and 21 killed in Khyber Pakhtunkhwa in early September, security forces and the Counter Terrorism Department killed nine militants in Mastung and Pishin on Sept 14, and a police, Anti-Terrorist Force and CTD operation in Qilla Abdullah district reported on the same day killed six suspected BLA and BLF fighters and detained five, wounding one ATF officer. The violence is spreading into Balochistan's previously quiet Pashtun-majority districts, a GNET analysis reports TTP drone attacks in at least 13 of Khyber Pakhtunkhwa's 40 districts, and Pakistan's UN envoy told the Security Council on Sept 11 that Afghanistan-based militants had killed more than 4,700 Pakistanis in three years. No attack on Chinese nationals or CPEC sites surfaced in coverage through Sept 15.

Chinese pressure on the Philippines sharpened through early September 2026. On Sept 2 the PLA Southern Theater Command ran live-fire joint air-naval drills at Scarborough Shoal in which JL-10 trainers carrying live missiles intercepted a Philippine turboprop aircraft, the first disclosed use of trainers in such an intercept, and Manila protested on Sept 7 over what it called repeated aggressive, unprofessional and illegal Chinese conduct. The coercion extends beyond Philippine vessels: a study by CSIS's Asia Maritime Transparency Initiative, reported on Sept 13, found the China Coast Guard had radio-queried operators of nearly 200 commercial ships transiting the Philippine Sea about their port calls and crews. Defence Secretary Teodoro read out and rejected a Chinese note dismissing the 2016 arbitral award at the Seoul Defense Dialogue on Sept 8, Beijing told him on Sept 9 to 'cut the provocations and theatrics', and no new incident at sea was reported on Sept 14 or Sept 15.

Large-scale Afghanistan-Pakistan hostilities have subsided since late June and early July 2026, though the Security Council Report's September 2026 forecast records relations as tense over cross-border militancy and disrupted trade and transit. UNAMA documented 399 civilian casualties from cross-border armed violence between April and June 2026 and attributed all of them to Pakistani forces. The violence has shifted inside Pakistan, where Balochistan overtook Khyber Pakhtunkhwa as the deadliest province of 2026 and the TTP and BLA are expanding into previously quiet Pashtun districts; Pakistan's military said on Sept 3 it had killed 15 TTP fighters crossing into North Waziristan in a 36-hour exchange begun on Aug 31. Pakistan's interior minister said on Aug 9 that all crossings and transit routes with Afghanistan would reopen, and as of Sept 15 no reopening to cargo has been confirmed, with Torkham, Spin Boldak and Bahramcha reported open only for the return of Afghan migrants, while Pakistan's state broadcaster reported on Sept 15 that Afghanistan Freedom Front leader Yasin Zia claims anti-Taliban armed resistance is beyond the Taliban's control.

The 18th BRICS summit in New Delhi closed on Sept 13 after adopting the New Delhi Declaration by consensus on Sept 12, with Xi Jinping attending in person for the first time since 2019 and holding a bilateral with Modi that marks the clearest step yet in the India-China thaw, at which Modi said border peace is the essential basis for relations. Bloomberg reported on Sept 13 that the thaw masks unresolved divisions over the boundary, China's trade surplus and rare-earth supply, and no boundary or minerals deliverable was announced. The India-Pakistan ceasefire agreed in May 2025 holds while India keeps the Indus Waters Treaty in abeyance and the two trade accusations over Kashmir. Pakistan's internal security remains the escalation driver, with Balochistan the country's most violent province of 2026 and TTP and BLA attacks spreading into Pashtun districts that saw no attacks between January and May.

North Korea fired several short-range ballistic missiles from the Wonsan area toward the East Sea at about 5:20 am on Sept 12, a day after the US-South Korea-Japan Freedom Edge exercise ended off Jeju; Seoul assessed them as Hwasong-11 series missiles and 600mm multiple rocket launchers flying roughly 250 km, and US Indo-Pacific Command said the launch posed no immediate threat to US territory or allies. KCNA confirmed on Sept 14 that the launch was a joint firepower attack drill by subunits of five artillery and missile units against an island target, involving attack drones, a tactical cruise missile, a large-calibre thermobaric multiple rocket launcher and a tactical ballistic missile. That followed a salvo of about ten ballistic missiles fired from Pyongyang on Aug 20 during US-ROK exercises. Integration with Russia deepens, with roughly 25,000 troops rotated, drone operators reported and a first road bridge opened, SIPRI estimates about 60 assembled warheads, and Kim Yo Jong calls ties with Trump 'excellent' while saying there is no communication.

PLA air activity around Taiwan sits at its lowest level since 2024, with 125 ADIZ incursions in August, while maritime grey-zone pressure holds at record levels: China Coast Guard patrols east of Taiwan have rotated roughly every 30 days since June 1, with relief rotations on July 4, Aug 4 and Sept 4, and a record 244 PRC vessels were logged in July. Taipei is spending regardless, with the Executive Yuan approving a supplementary defence budget of about 4.6 billion dollars on Sept 10, including 1.77 billion for unmanned systems, on top of the NT$240 billion drone budget passed in August. Trump's 14 billion dollar arms package stays frozen and the Taiwan language at the Sept 24 Washington summit is the main variable before October, while Beijing widened economic pressure on Tokyo, which protested anti-dumping duties of 80 to 99 percent on semiconductor-grade dichlorosilane on Sept 7.

The 45th Pacific Islands Forum in Koror, Palau closed on Sept 5 with a 76-paragraph communique that split partners into two tiers, 13 strategic partners with leader-level access and the rest at ministerial level, and on Sept 4 registered concern over China's July ballistic missile test across Micronesian, Nauruan and Kiribati waters without naming China. The trade truce holds into a second Trump-Xi summit in Washington on Sept 24, with the suspension of reciprocal tariffs and of China's October 2025 rare-earth export controls both running to Nov 10, 2026, and the US fentanyl tariff cut from 20 to 10 percent taking the overall rate on Chinese imports from 41 to 31 percent. Analysts across CSIS, Heritage and Brownstein describe the Sept 24 meeting as a management summit aimed at preserving stability, extending the truce and setting up APEC rather than a breakthrough, with critical minerals, AI, tariffs, Iran and Taiwan all on the agenda. No change in the fuel blockade or in Sahel front lines was verified in the two days to Sept 15.

The fourth year of the SAF-RSF war has hardened into an east-west partition: the RSF holds Darfur and runs a parallel 'Tasis' government in Nyala, while the SAF holds the ground initiative in Kordofan and El Obeid sits under partial siege amid a large RSF build-up. On Sept 14 UN agencies warned that Sudan's Common Humanitarian Pipeline could run out of shelter, sanitation and emergency relief stocks by the end of September, with 8.6 million people internally displaced and about 19.5 million facing crisis-level hunger. M23/AFC holds Goma and Bukavu and FARDC-M23 clashes continue in North and South Kivu, while the Washington and Doha tracks grind on: DRC and Rwandan officials meet in Geneva on Sept 16-17 under the Joint Security Coordination Mechanism, with neither the neutralisation of the FDLR nor Rwanda's lifting of its border defensive measures declared complete. Police dispersed opposition protests against Tshisekedi's constitutional amendment in Kinshasa, Lubumbashi and Uvira on Sept 15 and arrested at least 10 people, with the C64 coalition and the Catholic Church treating the proposed referendum as a third-term vehicle. The country's worst-ever Ebola epidemic passed 7,022 cases and 3,398 deaths on Sept 12 and reached a seventh province, South-Ubangi, on Sept 11, and UN responders said on Sept 15 that the outbreak is still widening across conflict-affected areas.

The 2018 peace deal has collapsed: Machar is on trial for treason and crimes against humanity alongside seven co-defendants over the March 2025 Nasir violence, while SPLA-IO and White Army fighters battle the SSPDF in Jonglei and Upper Nile. On Sept 10 the UN Commission on Human Rights in South Sudan reported that the human cost of violence continues to grow and warned that the Dec 22 election cannot be held safely on present conditions. UNICEF said on Sept 14 that it had reached Jonglei communities cut off by fighting for months, and WFP warned on Sept 15 that a 'super El Nino' is compounding violence and reduced aid to deepen the hunger crisis. No verdict in the Machar case had been confirmed by Sept 15.

The Pretoria settlement is unravelling: TDF-aligned forces took Alamata and Korem earlier in 2026, federal and Tigrayan forces fought with artillery and drones near the Sudanese border on Aug 1-3, and a TPLF-Fano-OLA realignment publicised on Sept 5 puts former enemies on the same side against Addis Ababa. Addis accuses Asmara of arming the TPLF while Eritrea accuses Abiy of coveting Assab, and on Sept 14 Eritrea's foreign minister Osman Saleh publicly accused the UAE of 'port-based colonialism' in the Horn, a measure of how far Red Sea access politics drive Asmara's posture. Parliament convenes in October to reappoint Abiy after a June election that excluded Tigray.

Mass abductions across the north continue, including about 600 worshippers taken from a mosque in Niger State on Aug 22, alongside house-to-house killings in Plateau and a reported secret three-month truce between the government and Boko Haram's JAS faction. ISWAP attacked a military position at Pulka in Borno's Gwoza LGA on Sept 7 and was repelled, while ISWAP and JAS fought each other around Bama in early September. A US-Nigeria air campaign killed ISWAP's leader in June, and JNIM is stepping up incursions into northern Benin as the 2027 campaign opens. No new mass-casualty attack or abduction was verified in the two days to Sept 15.

Somalia's core crisis is political: President Hassan Sheikh Mohamud's mandate expired on May 15 and he says he will serve to May 2027, a dispute that produced days of urban fighting in Mogadishu in early June between federal forces and militias loyal to Hassan Ali Khaire and Sharif Sheikh Ahmed. Federal forces are also fighting member-state actors, with three assaults on Baidoa by Laftagareen loyalists and al-Shabaab fighters repelled through Sept 3 and Puntland's seizure of a federal camp at Galkayo in August. Al-Shabaab holds its 2025 territorial gains and is content to wait while its enemies fight each other, with AUSSOM's budget largely unfunded. Piracy has returned off Puntland: the hijacked cargo ship MV Sward and its 17 crew were released near Garacad on Sept 11 after 138 days and a reported ransom, having been used as a mothership to seize two Iranian fishing boats and the Cameroon-flagged MV Lutuf.

Islamic State Mozambique reaches every district of Cabo Delgado and on Sept 3 raided a hunting camp in the Niassa Special Reserve, killing at least one person, abducting 11 and displacing about 2,700, its first Niassa operation since May 2025 and a direct answer to the restart of the 20 billion dollar TotalEnergies LNG project. Opposition leader Venancio Mondlane, notified on Aug 25, faces five charges including incitement to terrorism over the post-election protests, with the trial expected within two to three months. In Cameroon, Ambazonian separatists began enforcing a week-long lockdown against the new school year on Sept 7, with armed clashes reported in several towns, and on Sept 8 killed a police officer and seized five teachers at Wum, while 93-year-old Biya governs after 73 days abroad. No new attack or trial date was verified in the two days to Sept 15.

The UN-brokered 'Smaller Convening' deal signed on Aug 30 by the Government of National Unity, the General Command, the House of Representatives and the High Council of State commits Libya to presidential and legislative elections within 24 months under a single executive, and gives the two chambers one month to ratify it or see it adopted as a constitutional document with UN Security Council backing. The Security Council welcomed the deal on Sept 9-10, and on Sept 11 Aguila Saleh and Mohamed Takala reportedly agreed to revive the 6+6 committee to finalise electoral laws, with Turkiye to host. Neither chamber had ratified the deal as of Sept 15, leaving roughly two weeks of the approval window. Security spikes continue underneath the politics: the LNA's intelligence chief was killed by a car bomb in Benghazi and drones struck the Zawiya refinery in August.

The pattern is consolidation with closed political space rather than collapse: Doumbouya won the December 2025 presidential vote with 86.7 percent and his coalition took 93 of 147 seats in the May 31 legislative election, Guinea-Bissau's junta expanded executive power and cut parliament from 102 to 65 seats by a referendum approved by about 70 percent on Aug 30 ahead of a Dec 6 general election, and Benin's opposition holds no seats after the December coup attempt. Chad has jailed opposition leaders and is leaving the ICC. The main security risk is JNIM pressure on the coastal states, which pushed Togo to order four Super Tucano light attack aircraft. No new development was verified in the two days to Sept 15.

Instability here is repression-driven rather than armed: Ruto's directive barring foreigners from small-scale trade took effect on Sept 7 and triggered a rush of Burundians on their embassy in Nairobi and a diplomatic row, defused on Sept 8 by a 90-day amnesty for undocumented East Africans. Kenya and Tanzania both blocked protest anniversaries in July with mass police deployments, Tanzania has banned political gatherings, and Uganda's January crackdown killed 30 protesters and produced more than 2,000 arrests. In Uganda the Tooro king Oyo Nyimba Kabamba Iguru Rukidi IV, who died on Aug 27 aged 34, was buried on Sept 12 amid a succession dispute between Babiito clan elders backing Prince Edward Rukidi Kijanangoma and the royal family, which cites a 2022 will naming an unidentified biological son. Speaking in Kisumu on Sept 15, Ruto warned leaders against violence and tribalism ahead of the 2027 election.

Gangs control roughly 80 to 90 percent of Port-au-Prince and keep pushing into Artibonite, Centre and the Kenscoff hills, where an attack in late August killed at least 47, abducted more than 50, burned 25 homes and displaced more than 2,600 people. The UN-authorised Gang Suppression Force remains far below its 5,550 ceiling, is expected to reach full operational capacity only between October and the end of 2026, and asked the Security Council in July for an extension of its mandate through September 2028; the Council votes on re-authorisation on Sept 30, which Haiti's foreign minister formally requested on Sept 4. Voter registration for the Dec 13 elections is badly behind: the electoral council reported 506,953 registrations as of Sept 6, about 13 percent of its four-million target, with the process due to close on Oct 13.

De la Espriella's offensive against the armed groups has continued without pause since Resolucion Ejecutiva 391 of Sept 11 revoked the government delegations to the ELN, the Clan del Golfo and the other tables and stripped those groups of political status. On Sept 15 he confirmed that army Gaula units had freed eight people kidnapped by the ELN in rural Convencion, Norte de Santander, in an operation he said was carried out with United States assistance, and the same day announced the capture of seven alleged members of the 'Cordillera' organisation in Dosquebradas, Risaralda. Colombia was still awaiting the US anti-drug certification determination, statutorily due on Sept 15, after Rubio said in Barranquilla on Sept 8 that the new government's cooperation is different from the past but that this year's assessment covers the previous twelve months under Petro. Airstrikes have resumed, Colombia has joined the US-led hemispheric counter-cartel coalition, and a 100-day surrender ultimatum to armed groups lapses around Nov 15.

Cuba's electricity system remains in open failure: the national grid collapsed six times during 2026, including twice within 24 hours on Aug 2-3, and the state utility's Sept 14 service bulletin forecast a peak shortfall of 1,945 MW with units at the Mariel, Felton and Rente thermal plants out on breakdowns, three days after a forecast 2,000 MW deficit on Sept 11 turned into an actual 2,267 MW gap. Washington tightened the squeeze on Sept 3 with sanctions on a state bank, four oil and mining enterprises and Raul Castro's grandson Fidel Ernesto Castro Calis, while Havana blames the embargo and rules out talks. Nicaragua's assembly passed an Ortega-Murillo constitutional reform on Sept 1 extending the presidential term to seven years and barring opposition parties from elections, with a second ratifying vote required from Jan 18, 2027; rights groups called it a usurpation of power on Sept 3.

Ecuador is the front line of the US maritime campaign: the Noboa government defended the sinking of three vessels on Sept 5 as joint anti-drug work, Rubio announced 45 million dollars in security funding plus additional naval vessels in Quito on Sept 9 and was decorated with the Gran Cruz de la Orden Nacional al Merito, and on Sept 10 Noboa removed air force commander Mauricio Salazar by Executive Decree 496, two days after Salazar asked in writing for clear legal rules governing temporary US Air Force flights at Taura air base. Peru's Fujimori government published Supreme Decree 128-2026 on Sept 6 declaring a 60-day emergency in five maximum-security prisons, and interior minister Cesar Astudillo is due before the Chamber of Deputies on Sept 17 to answer 27 questions on the crime wave after a Sept 10 interpellation vote. Bolivia's Paz is governing under the aftermath of the June 20 blockade emergency, with an IMF programme and a proposed 1.5 billion dollar fuel-supply arrangement with Washington. No further escalation in any of the three countries was verified between Sept 14 and Sept 15.

Rubio said on Sept 9 in Quito that vast territories of Mexico are governed by US-designated terrorist cartels rather than the state and doubled down on Sept 10 while hinting at unilateral US action; Sheinbaum answered at her Sept 10 press conference that Mexico is nobody's pinata and that the remarks are aimed at the November US midterms. Thousands of people dressed in white marched through Culiacan in a protest reported on Sept 14 demanding an end to the Sinaloa Cartel's internal war, whose toll since September 2024 is put above 3,000 dead. On Sept 12 Mexican forces rescued eight people from a clandestine CJNG clinic on a farm in Tecalitlan, Jalisco, arresting six suspected guards. A US presidential determination on major drug-transit countries was due on Sept 15, and the USMCA annual review remains unresolved.

The US-Canada trade war is in open retaliation: Canada's dollar-for-dollar tariffs on about 27.6 billion Canadian dollars of US steel, dairy, electronics, agricultural equipment and pulp and paper took effect on Sept 8 in answer to the 50 percent US duties imposed on roughly 20 billion dollars of Canadian goods from Aug 22, and on Sept 8-9 Washington announced outright import bans on Canadian dairy, motorcycles and alcoholic beverages from Sept 29. Carney, who said on Aug 22 that Canada is at war because it was attacked, has told Canadians to hold firm and said talks can resume when Washington is serious, while the US trade representative and his Canadian counterpart have kept a channel open. Annexation rhetoric toward Canada and Greenland continues alongside an expanding domestic military role and mass visa revocations, though on Aug 31 the chairman of the Joint Chiefs told the Senate in writing that the Joint Force has no plans to send federal or federalised troops to polling places for the November midterms or to seize ballots or voting machines. No new escalation was verified between Sept 14 and Sept 15.

Acting president Delcy Rodriguez told a Miraflores press conference on Sept 2 that a presidential election will without a doubt happen when Venezuela is ready but refused to name a date, leaving the post-Maduro transition open-ended after the Aug 6 opening of US-facilitated government-opposition talks that Machado and Gonzalez Urrutia are boycotting. Foro Penal counted 382 political prisoners still held as of Aug 3 despite an amnesty that freed more than 800 between January and May and a further 131 announced in August. Operation Southern Spear continues, with a SOUTHCOM strike on a go-fast vessel in the Caribbean on Sept 9 killing three and a cumulative toll of at least 230 killed in at least 68 strikes on 69 vessels since September 2025; no further strike was recorded between Sept 10 and Sept 15. Maduro remains in US custody in New York, where his wife Cilia Flores asked on Sept 11 for home detention on health grounds.

Brazil votes on Oct 4 with a run-off on Oct 25 in a statistical dead heat: a BTG/Nexus survey published Sept 14 put Lula ahead of Flavio Bolsonaro 47 to 46 in a run-off, reversing a PoderData/Aya poll published Sept 10 that gave Flavio 47 to Lula's 45, with both gaps inside the margin of error. The swing is bound up with a Supreme Court crisis involving Justice Alexandre de Moraes and leaked communications with a banker at the centre of a multibillion-dollar fraud case, which has cut against both campaigns in turn. The backdrop is 25 percent US tariffs on Brazil, US terrorist designations of the PCC and Comando Vermelho, Milei's threats over the Falklands' Sea Lion oil project and Kast's Bukele-style security build-out in Chile.

Italian Air Force Eurofighters flying NATO's Baltic Air Policing mission from Siauliai shot down a drone over the Kaisiadorys district of Lithuania overnight into Sept 15, the first drone ever downed in Lithuanian airspace; the aircraft had loitered about 30 minutes after most likely entering from Belarus. On Sept 14 a Russian frigate fired flares toward a Danish Fennec helicopter in international waters and Denmark summoned Russia's ambassador on Sept 15, with Prime Minister Frederiksen calling the incident part of a pattern of hybrid pressure on the EU and NATO. These followed the Sept 13 closure of Vilnius airport over a drone sighting later attributed to birds, the Defense News report of Sept 10 that Russian GUGI submersibles rehearsed a traceless cable-disabling device in the Bear Gap, and the damage to at least 11 Baltic subsea cables between October 2023 and the end of 2025. Energy infrastructure sits in the same picture after drones launched from Iraq forced Saudi Arabia to shut the East-West pipeline on Sept 11 with the Strait of Hormuz largely closed since March.

Houthi forces said on Sept 14 that they had fired dozens of ballistic missiles and drones at King Khalid airbase in Khamis Mushait, hitting hangars, radar, runways and ammunition depots, in declared retaliation for more than 300 Saudi air strikes across Yemen over five days; the claim followed a Sept 13 strike on Sharurah and the Sept 8 wave on Abha, Khamis Mushait, Jazan and Najran that wounded 73. Drones launched from Iraq's Maysan province struck Saudi Arabia's East-West crude pipeline on Sept 11, forcing the shutdown of the 4 to 5 million barrels a day route that had substituted for the Strait of Hormuz; Iraq seized the launch platform and dismissed the Maysan operations commander on Sept 13, and Riyadh held off retaliation at Baghdad's request. Kata'ib Hizballah and other Iraqi militias still refuse disarmament before the Sept 30 deadline. Russia's Africa Corps took its heaviest reported single loss of 2026 when five of its personnel were killed alongside more than 50 Malian soldiers in JNIM's Sept 11 assault on the Dioura camp, reported on Sept 14.

Anthropic's Sept 11 threat report describes GTG-20006, an actor whose attribution is consistent with Russia's Midnight Blizzard, automating phishing, malware development and detection evasion in a machine-speed loop against more than 20 organisations, mostly Ukrainian government, military and diplomatic entities, and hijacking DNS records at three hotel Wi-Fi providers to stage malware on guests' devices. Turkish officials said on Sept 9 that at least three ministers' phones were examined and replaced after Apple mercenary-spyware notifications sent on Aug 13, with no attribution offered. The China-aligned APT31 first deployed the BlueMoon exploit kit, chaining Windows and Chrome vulnerabilities, on Aug 28, and other suspected China-nexus clusters adopted it within days, while Iranian-affiliated actors widened targeting of internet-exposed control systems at US water, energy and telecommunications providers into early September under a CISA advisory first published Apr 7. Salt Typhoon's telecom compromise remains unresolved and no new state-attributed operation was disclosed on Sept 14 or Sept 15, ahead of the Sept 18-20 Duma vote and the Nov 3 US midterms.

The IAEA Board of Governors voted 23 to 3 with eight abstentions on Sept 9 to refer Iran to the UN Security Council for safeguards non-compliance, the first such referral in 20 years, on a text tabled by Britain, France, Germany and the United States; Russia, China and Niger voted against and Iran's ambassador in Vienna dismissed the resolution as politically driven. Sweden's Sept 13 election remained unresolved on Sept 15, with roughly 95 percent of districts counted giving the centre-left bloc 176 Riksdag seats against 173 for Prime Minister Kristersson's camp, close to 300,000 advance and overseas ballots due to be counted from Sept 16 and the final result reportedly pushed back a day to Sept 17, leaving an extended window in which fraud narratives can run against an open count. Sweden's Psychological Defence Agency has detailed a partly AI-powered network of about 1,200 fake X accounts, named Holiday, behind more than 50,000 posts, comments and shares across 2025 and 2026, and ISD counted 269 Matryoshka posts between Jun 24 and Sept 1 against German federal, regional and local candidates. Moscow has inverted the frame, with the SVR alleging on Aug 31 that the EU plans polling-station provocations and cyberattacks on Russian election infrastructure and Lavrov claiming on Sept 8 that the EU is training secret monitors for the Duma vote, which the OSCE has again not been invited to observe.

OFAC issued a further Iran-related designation on Sept 14, together with an amended Venezuela-related general licence and FAQ, extending a run of Iran and counter-terrorism actions on Sept 4, Sept 8, Sept 9 and Sept 10, the last under Operation Economic Outcast. EU enforcement continues at sea: Operation IRINI boarded the tanker MV Sun in the Mediterranean on Aug 30 for flag verification, the sixth suspected shadow-fleet boarding in months, and the EU's 21st package of Jul 23 added 40 vessels to a list approaching 600 ships and froze the crude price cap near 44 dollars through July 2027. Circumvention through Turkey, the UAE, China, crypto and re-flagging remains robust, and a Russia-related delisting on Sept 3 shows the direction of travel is not uniform. The Graham secondary-tariff bill passed the Senate on Aug 7 but has not cleared the House, and US sanctions on ICC officials take effect on Sept 17.

The US Justice Department announced on Sept 15 that a 21-year-old Pennsylvania man arrested on Sept 12 had been charged with receiving a firearm and ammunition in support of the Islamic State, after allegedly claiming affiliation with the group and offering to share explosive manuals; the case fits the pattern of young, online-radicalised suspects rather than directed plots.
