The 18th BRICS summit in New Delhi closed on Sept 13 after adopting the New Delhi Declaration by consensus on Sept 12, with Xi Jinping attending in person for the first time since 2019 and holding a bilateral with Modi that marks the clearest step yet in the India-China thaw, at which Modi said border peace is the essential basis for relations. Bloomberg reported on Sept 13 that the thaw masks unresolved divisions over the boundary, China's trade surplus and rare-earth supply, and no boundary or minerals deliverable was announced. The India-Pakistan ceasefire agreed in May 2025 holds while India keeps the Indus Waters Treaty in abeyance and the two trade accusations over Kashmir. Pakistan's internal security remains the escalation driver, with Balochistan the country's most violent province of 2026 and TTP and BLA attacks spreading into Pashtun districts that saw no attacks between January and May.
