The trade truce holds into a second Trump-Xi summit in Washington on Sept 24, with the suspension of reciprocal tariffs and of China's October 2025 rare-earth export controls both running to Nov 10, 2026, and the US fentanyl tariff cut from 20 to 10 percent taking the overall rate on Chinese imports from 41 to 31 percent. Analysts across CSIS, Heritage and Brownstein describe the Sept 24 meeting as a management summit aimed at preserving stability, extending the truce and setting up APEC rather than a breakthrough, with critical minerals, AI, tariffs, Iran and Taiwan all on the agenda. Friction continues underneath: a planned 7.5 percent Section 301 overcapacity tariff, tighter AI-chip export controls, Chinese drone export bans, aerospace buyers reporting yttrium rationing despite the suspension, and a PLA high command hollowed by purges after Zhang Youxia and Liu Zhenli were stripped of State Central Military Commission posts on Aug 28.
