The SAF holds the ground initiative in Kordofan, having claimed the Khartoum-El Obeid highway in July, and rejects both a nationwide arms embargo and negotiation with the RSF. Its UN envoy argued on Sept 11 that a comprehensive embargo would contradict Sudan's right of self-defence, and no shift in that position was verified through Sept 15.
