Assessment

The RSF runs the parallel Tasis government from Nyala, keeps El Obeid under partial siege with a significant build-up around the city, and sustains a drone campaign against courthouses, hospitals and power and fuel infrastructure, including the Umm Ruwaba courthouse strike on Sept 8. A UN fact-finding mission reported in September that external support networks, including up to 2,000 former Colombian soldiers operating its drones and artillery in Darfur and Kordofan, are fuelling its campaign, and no change in that posture was verified through Sept 15.
