Assessment
Ethiopia's demand for sovereign Red Sea access and the Gulf- and Turkish-backed competition over Berbera, Bosaso, Assab and Djibouti are the most frequently named interstate-war trigger in the Horn, and the stakes rose sharply in September. The Houthis completed control of Yemen's Red Sea coast by taking Mayyun island on Sept 11, leaving Eritrea as the main gatekeeper on the African shore of Bab al-Mandeb; Eritrea's foreign minister accused the UAE of 'port imperialism' in an interview published on Sept 12, and on Sept 19 Washington lifted its 2021 sanctions on Eritrea explicitly to advance US Red Sea interests. Outside powers are crowding in, with Egypt aligning with a Saudi-led Red Sea security coalition, Italy announcing on Sept 18 that it will send warships to Bab al-Mandeb, and Sisi telling the CIA director on Sept 20 that Egypt rejects any move against Somalia's territorial integrity. Somalia's January cancellation of the UAE-run Berbera and Bosaso deals remains unenforced, and the unimplemented Ethiopia-Somaliland port memorandum keeps Mogadishu, Addis Ababa and Asmara at odds.
