JNIM and the Tuareg FLA retain the ability to strike all three AES capitals: the April 25 offensive on Bamako and Kati killed Mali's defence minister, and JNIM's fuel blockade of Bamako, reimposed on April 28 after a lull early in 2026, has destroyed more than 300 tankers since September 2025 and leaves the capital supplied only by escorted convoy. Niger's junta reshuffled its senior command by decree on Sept 13, replacing armed forces chief Moussa Salaou Barmou with Mamane Sani Kiaou and elevating officers who stayed loyal during the late-August Niamey mutiny, in which at least 27 people were killed and about 100 mutineers arrested. Al Jazeera reported on Sept 14 that roughly 200 Russian Africa Corps personnel, reinforced from Mali and Libya, retook Air Base 101 for the junta while Mali and Burkina Faso stayed inactive, raising questions about AES mutual defence. No change in the fuel blockade or in Sahel front lines was verified in the two days to Sept 15.
