The UN-brokered 'Smaller Convening' deal signed on Aug 30 by the Government of National Unity, the General Command, the House of Representatives and the High Council of State commits Libya to presidential and legislative elections within 24 months under a single executive, and gives the two chambers one month to ratify it or see it adopted as a constitutional document with UN Security Council backing. The Security Council welcomed the deal on Sept 9-10, and on Sept 11 Aguila Saleh and Mohamed Takala reportedly agreed to revive the 6+6 committee to finalise electoral laws, with Turkiye to host. Neither chamber had ratified the deal as of Sept 15, leaving roughly two weeks of the approval window. Security spikes continue underneath the politics: the LNA's intelligence chief was killed by a car bomb in Benghazi and drones struck the Zawiya refinery in August.
