The US-designated coalition holds roughly 80 to 90 percent of Port-au-Prince and carried out the late-August Kenscoff raid that killed at least 47, abducted more than 50, burned 25 homes and displaced more than 2,600 people. It faces no meaningful counter-force before the Sept 30 Security Council vote on the Gang Suppression Force, which is not expected to reach full operational capacity until October at the earliest.
