The ground war stayed static while the deep-strike campaign widened. ISW assessed that neither side made confirmed advances on Sept 14, with Russian attacks around Lyman met by Ukrainian counterattacks and Russian forces near Dobropillya leaning on drones and airstrikes because of local personnel shortages. Ukraine struck Rosneft's Syzran refinery in Samara Oblast overnight on Sept 15, damaging the AVT-6 primary refining unit and a tank farm, and also hit the Atlant Aero drone plant at Taganrog, while Russia continued nightly drone waves and is scaling jet-powered Geran-4 production, fielding roughly 2,800 in August against 350 in June. Diplomacy stayed open but empty: Zelensky repeated on Sept 14 an offer of a mutual moratorium on energy-infrastructure strikes, and Kremlin spokesman Dmitry Peskov welcomed Trump's call for Ukrainian restraint while refusing to commit Russia to anything reciprocal.
