Iran's nuclear file sits with the UN Security Council after the Sept 9 IAEA Board vote, 23 to 3 with 8 abstentions, referring Iran for safeguards non-compliance, the first such referral in 20 years. The 70th IAEA General Conference opened in Vienna on Sept 14 without Atomic Energy Organisation head Mohammad Eslami, whose delegation cancelled after Austria denied entry once Washington blocked a UN sanctions-committee waiver of the snapback travel ban; Iran summoned Austria's charge d'affaires on Sept 14 and its IAEA ambassador called the move a politicisation of the agency. The Agency still has no access to the three sites struck in June 2025, has lost continuity of knowledge over about 440.9 kg of uranium enriched to 60 percent, has never inspected Pickaxe Mountain, and reported on Sept 10 that cameras are disabled and inspectors blocked. Security Council follow-through remains unlikely given Russian and Chinese vetoes, and no nuclear talks are scheduled.
